DEPUTY COMMISSIONER OF HOUSING AND BUILDINGS

DISTINGUISHING FEATURES OF THE CLASS:

This is a professional administrative position with the responsibility for assisting in developing, directing and coordinating all programs and activities of the Department of Housing and Buildings. The work includes assisting with all daily administrative management of staff in the assignment of duties, performance evaluations, personnel matters, etc. Work is performed in accordance with established laws and regulations. General direction is exercised over assigned personnel. Acts for and in place of the Commissioner of Housing and Buildings during his or her absence. Does related work as required.

TYPICAL WORK ACTIVITIES: (Illustrative Only)

  • Evaluates and reviews designs, construction plans and proposals for building and construction projects;
  • Authorizes the issuance of building permits;
  • Supervises and participates in the inspection of building and construction projects and authorizes the issuance of certificates of occupancy;
  • Assigns and directs the activities of the professional examining staff and meets with them on a regular basis to discuss activities and problem areas;
  • Confers with and obtains necessary data from other City departments, State and County agencies involved in the department's review process;
  • Assists contractors in resolving complex engineering and construction problems during the construction phase of the project and authorizes necessary changes, modifications, etc.;
  • Oversees and directs the payment of fees and checks applications for appropriate insurance coverage such as liability, workmen's compensation, etc.;
  • Provides the Corporation Counsel with technical data regarding cases of suspended or revoked permits, violations on applications, lawsuits, etc.., that have been referred to them for legal action;
  • Meets with Planning and Plumbing Review Board officials and other City officials and provides technical information on building permit related matters;
  • Represents the department at Zoning Board of Appeals meetings, researches cases appearing before the Board and may provide expert witness testimony;
  • Supervises the preparation and maintenance of all necessary reports, documents, applications, etc. and signs off on appropriate plans.

FULL PERFORMANCE KNOWLEDGE, SKILLS AND ABILITIES:

COGNITIVE SKILLS

  • Thorough knowledge of the principles and practices of civil engineering, structural engineering and architecture;
  • Thorough knowledge of the practices of specification writing; thorough knowledge of construction estimating, including the analysis of structures;
  • Good knowledge of the principles, practices and techniques of public administration;
  • Good knowledge of legal principles and practices of contract preparation;
  • Good knowledge of local building and zoning codes and ordinances;
  • Good knowledge of local government budgeting and appropriation practices;
  • Good knowledge of public policy development and administration;
  • Working knowledge of personnel administration and practices, including human resource planning, civil service, labor relations, interviewing, training, counseling and performance appraisal;
  • Ability to establish effective working relationships with officials, department heads, interest groups and staff;
  • Ability to make administrative decisions;
  • Ability to plan and supervise the work of others;
  • Ability to get along well with others;
  • Ability to communicate effectively both verbally and in writing;
  • Effective management skills;
  • Good judgment, integrity, tact, courtesy, initiative and resourcefulness;
  • Physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS

  1. Graduation from a regionally accredited or New York State registered graduate school with a Master's Degree in Urban Studies or Planning, Civil or Mechanical Engineering or Architecture and five (5) years of experience involving design and/or review of designs of complex building structures, four (4) years which must have been in a supervisory capacity; or
  2. Graduation from a regionally accredited or New York State registered four year college or university with a Bachelor's Degree in Urban Studies or Planning, Civil or Mechanical Engineering or Architecture and seven (7) years of experience as described in (A), four (4) years of which must have been in a supervisory capacity; or
  3. Graduation from a regionally accredited or New York State registered two year college or university with an Associate's Degree in Urban Studies or Planning, Civil or Mechanical Engineering or Architecture and nine (9) years of experience as described in (A) and (B), four (4) years of which must have been in a supervisory capacity; or
  4. An equivalent combination of education/training and experience as defined by the limits of (A) through (C).

SPECIAL REQUIREMENT:

  1. Possession of a valid New York State License as a Professional Engineer or Registered Architect.

CLASSIFICATION: EXEMPT
