This division monitors compliance with the New York State Fire Prevention and Building Code, the Yonkers Fire and Building Code and the Yonkers Zoning Code for new construction or alterations to existing structures. It reviews and approves building permit applications and inspects ongoing construction for code compliance; issues certificates of occupancy and completion; and conducts regular licensing and/or safety inspections of all social clubs, theaters, rooming houses, vacant buildings laundromats, elevators and boilers throughout the city. It is also responsible for signage and electrical inspections.

PLUMBING APPLICATION FILING
The Plumbing Division monitors compliance with the New York State Plumbing code. It reviews applications and plans for plumbing work, issues permits and conducts inspections. Since the adoption of countywide licensing for plumbers in 1996, the department no longer licenses plumbers but does maintain a list of all county-licensed plumbers who can work in Yonkers. A list of licensed plumbers and electricians is available at the Westchester County list of licensed Plumbers and Electricians.

Plumbing Online Filing

Due to the on-going gas moratorium imposed by Con Edison, an approved Con Edison Service Layout is required when filing an online gas application for the following situations:
- Adding new gas fixturesand/or gas piping to an existing gas load
- Gas reinstatement when a Blue Card is required
- Gas test due to an extended gas interruption
The Con Edison Service Layout can be uploaded into the gas application via the Media. The Con Edison Service Layout will be reviewed by the COY Plumbing Inspector before the application is permitted. If the gas application is not accompanied by the approved Con Edison Service Layout, the application will be marked INCOMPLETE and the plumber will be notified.
Licensed Plumbers:
Please be advised of the following updates when filing online plumbing applications on City Squared with the City of Yonkers:
Gas Moratorium:
- Due to the Con Edison Gas Moratorium, all gas service upgrades, additional gas appliance installations, and gas conversion applications will require an approved Con Edison Service Layout approving the additional load at the time you are filing the online gas applications on City Squared. Please make sure you upload the approved Con Edison Service Layout into the media of the online gas application for review by the Plumbing Inspectors.
Required Plans:
- New Plumbing Construction: Submit a Site Utility Plan for the sanitary sewer, storm sewer, domestic water service, fire service and gas service and also submit Plumbing Construction Plans, including riser diagrams, at the time you are filing the application online on City Squared for review by the Plumbing Inspectors.
- Commercial Alterations and Mixed Use Alterations: Submit plumbing construction drawings/plans, including riser diagrams, at the time you are filing the application online on City Squared for review by the Plumbing Inspectors.

Effective January 1, 2020
Attn: Plumbers / Contractors / Permit Holders
P.V.C. & C.P.V.C. pipe and fittings are not to be used as per code for direct vent boilers and water heaters for the products of combustion/exhaust and will be strictly enforced.
As a matter of reference, the manufacturers of InnoFlue and DuraVent products makes the materials that are acceptable.

Electrical permits continue to be filed with the Department of Housing and Buildings . Electrical inspectors monitor and inspect all electrical permits filed in the City of Yonkers.

SIGN APPLICATION SUBMISSIONS
- All licensed Sign Erectors must file their application via DHBSIGNS@YONKERSNY.gov. Your submission must be
three (3) pages or less, and plans/pages must be pages no larger than 11 x17.
- If the submission exceeds the size indicated in number 1, we ask that you please up-load your application and related plans onto a USB DRIVE and mail it into DHB. You must ALSO e-mail your application and PDF of related plans to DHBSIGNS@yonkersny.gov.
- Please ensure that your Bond and Insurances are current. Expired documents will not be accepted.
- Once the application is received and reviewed by the Sign Division, we will e-mail you regarding the correct fee that must be paid. Please mail in your check or money order as follows:
